I wonder how far in we have to be before she'll invite us to her ball so we can recruit her? The way her recruitment quest is described you'd think it would be pretty far in, but on the twitch streams she always seems to be around pretty early.

I think to a degree it would depend on you. As you said she was there pretty early on. For example

There was a saved file about 3 hrs in duration and she was in the party. Also if I remember correctly, the Iron Bull had not been recruited

I actually think you can invite Vivienne into the Inquisition before anything involving the ball.

 

It's not like she will invite you to the ball, then she offer to join the Inquisition just like that. It doesn't make sense.

 

You need to gain her trust before she present you to the other orlesian nobles. I guess.
