She was laughing at the idea that a mage would be allowed to get married at all, much less to a Duke.
Mages cannot get married according to Chantry law. They can have all the sex they want, but their children are taken away from them as soon as they are born.

Being a mistress does not necessarily mean your a sidepiece, and being a wife did necessarily mean that your the main thing. Back in our old times wife was usually just an alliance and heir maker, the mistress was for love/fun/all nice things most of the time. Sometimes the mistress was secretly pulling the strings because the man was in love with her.
Plus a mistress is not bound to the man like a wife is. Leaving can be much easier.
I do find it fitting for Vivienne in my opinion, with her ambition, marriage is less flexible and can pull you down if you play politics wrong. And if I remember correctly mages are not allowed to (officially) marry, according to the Chantry/ Circle.

i personally think it's just a cliche situation for her to be in imo. She's an interesting character, I guess I was just expecting something more unique. It's not making me like her less however, since it's too early to say how it will play out.
