So far the only clash we seem to know of their interactions is this.

[SF]: Wow, I feel like the last person on earth qualified to judge that! I’ll just say: Vivienne will wear the latest haute couture, no matter how outrageous, and make it look good. Josephine appreciates finely-made clothing, but when it comes to formal wear, she’s a traditionalist. (Of course, Antiva follows lots of Orlesian fashion trends, but Josephine’s not going to admit that. Hometown pride and all.)

I think I've come up with an outfit for the Orlesian ball that would earn the horrified reaction in that one picture of Josephine/Vivienne/Dorian. Specifically, it'd be a piece inspired by the battle between Elgar'nan and the sun.
The right half of the dress would be the sun's half, primarily the most eye-searing shade of gold that I can come up with, spattered with red patterns intended to evoke bloodstains representative of the battle. Protruding from my back to the right side would be several metal spikes also painted gold to represent sunrays.
The left half of the dress would represent the barren earth after the sun's departure, and as such would be wholly nonexistent; the dress would, in fact, only cover the right side of my body. The left side would instead just be covered by gray body paint.

The Civil War Ball does indeed seem to be held in Halamshiral, on the edge of the Dales. And bringing Viv might prove fruitful for this occasion.

I'm not entirely sure. Viv's party, I thought, seemed to be it's own big soiree. I thought it'd be a different party all on it's own and that Civil War Ball would happen more towards the middle of the game, once Celene and Gaspard hit a stalemate.
I hope that the politics in this game are somewhat complex and that there are consequences to how we interact with powerful people.

I agree. If I screw it up, I want the game to react accordingly. Hopefully the consequences will be adequate to balance the magnitude of the forces and factions that you are courting.

When the Inquisitor has garnered some military and political power, perhaps? Some of the artwork does suggest that the Inquisitor makes determinations over life and death, and it would make sense that the Inquisitor needs to be politically involved to establish bases of operation in places like Ferelden. I'm hoping it's possible not to play ball with either Celene or Gaspard. That said, I'm curious whether or not Vivienne is genuinely invested in her political ties to Celene, given her letter to the Nevarran ambassador.

I think that would probably actually be considered avant-garde and start a new trend that enrages Vivi.
