If you look closely at the outfit she's been featured most prominently in, she's wearing armour.

This, with her description in the character kit, is why I am so excited for Vivienne. Usually characters who are concerned about fashion and image are portrayed as shallow, ditzy, useless, weak. But that's not what's happening with her. Fashion and armor are indistinguishable for Vivienne. Her image goes hand-in-hand with her political power.

No, she is not confirmed.
Still, it certainly doesn't stop me from hoping and praying and planning two different Inquisitors in case of a surprise race gate, (i.e. against the human Inquisitor). If she's available, whoever the lucky girl is will be my second playthrough. If not, I'll be going with my qunari. Assuming I haven't drowned myself with my own tears.
