That's how all decisions should be made.You are correct. The person has to have morals or a conscience. But with some people something prevents them from committing an illegal act even when the chance of getting caught is zero.
Other people have no problem committing the act even if the chance of getting caught is higher. They weigh the risks versus the benefits. They weigh the punishment versus the reward. They bring it down to a cost versus benefit analysis and make a decision.
But violating one's ideals is a cost.
