Can someone explain how the Dragon Age Keep will work for Consoles?

I played Dragon Age 1 & 2 on Xbox 360 and absolutely loved the games. I'm a bit concerned though with how the Dragon Age Keep will work on the Xbox One/PS4. My understanding is that you fill out the form on your computer/tablet/other mobile device and then it's sent the cloud where you can download the information to use on your respected console. Am I understanding that right?

I ask because I'm curious if the Keep is save file is something that must be downloaded for future use, say your internet goes down and you want to start a new game, you'd be able to access that information without being connected to the internet (as long as you downloaded it at some point online). 

Not sure if anyone can answer it, but any help would be greatly appreciated. Thanks a bunch!

I'll try to keep it mercifully short.

 

The Keep is accessed through a web browser (Android, IOS or Desktop/laptop browsers most likely) in which you set the world state of your game across at least three hundred decisions, not all of which will have a direct impact on Inquisition.

 

When you are ready to start a New Game in Dragon Age: Inquisition, you will be presented with the opportunity to sync (Link up) with your Origin account (required for the keep) and download a World State that you previously created in the Keep, and set that world state as your campaign.

 

As for your primary concern about local world-state storage, I don't think anyone in the public knows for sure, and the development of the Keep is still ongoing. I'm assuming you'll have to sync up with EA every time you want to import for a new campaign, but it may be possible that you'll be able to download and store world states locally, but I have absolutely no information about that.

I would also recommend signing up for the beta of the Keep as well.  From what I heard (not fact since I can't find a source, just something I heard,) you'll be able to access the Keep not just from a tablet, PC or phone, but also from the PSN or Xbox Live.  I'd also suggest checking out the pinned thread in the Scuttlebutt section.

This what I'm hoping for, both my laptop and tablet are slow, outdated, buggy messes. Being able to do it on my Xbox One would be greatly appreciated

It would be very beneficial for them to cache the data. A one time connection to download the worldstate data to the local machine and then just work off the local data. One of EA's services similar to the keep(for FIFA 14) and it works in this way. If updates are made and internet is available in this scenario the saves are synchronized on both sides.

I think they specifically said. The goal was so that it worked on anything with an Internet browser.

Based on the latest comments in the stickied Keep thread there is no file being generated. I am of the believe the Keep produces a small code you can share with others similar to character creation codes. This allows gamers to easily share world states without the Keep having to produce files.

It's supposed to be a webapp, so anything that can run a browser should work.
