The devs have unfortunately confirmed that Shale isn't going to be in Inquisition. I hope she'll appear in a future game though, or maybe as a temp character in a DLC.
That's a pity. Shale is great character.

Do you have context for that phrase? I don't recall hearing it, but ooo does it sounds like an interesting concept.

It's seen in two DA:O DLC's. The first is Tug's axe from Leliana's Song, the second from the merchant golem from Golems of Amgarrak.
As for context, their isn't any to be honest. It's inscribed on an axe and said by a Golem when you buy things.

The animations need to account for every height combination allowed by the romance. Iron Bull is taller than male qunari and has a unique model so animating for his romance scenes does not necessarily carry over to others. There may simply not be enough time and resources to animate for the racegated romances remaining.

They already confirmed that the other 2 are racegated due to story reason and will be kept
