Ever since DA2, I've seen Cullen more as a potential comrade-in-arms over a potential lover. I've been really wanting to talk to a sane templar about this whole mess since I finished DA2, and Cullen has had some subtle but real character growth over the years. I look forward to seeing his perspective, and I can't be happier for his fans. He seems like an interesting guy, that's almost too honorable for his own good.
However, I've never had my eye on him as a LI, though I welcome the chance if I want to later. This might sound shallow, but part of it is his looks. The blonde haired/blue eyed/military types have never really done much for me. The DA team surprised me with Alistair (who has much the same looks,) so I'm remaining open minded about Cullen. I certainly never hated the guy, and I've been hoping for to see a bigger role from him for awhile. I was actually a little disappointed that he isn't a full-fledged party member, but his role certainly doesn't look small this time.
That's pretty much my feeling on Cullen. I think I'd be more interested in his romance arc if the competition wasn't so stiff this game. We've got Varric coming back, and we've got four new people who all seem pretty interesting. Cullen doesn't exactly grab me... but he's a great character who I did really like in DA2. I'm sure his romance arc will also be good.
