Yes. YES WE MUST HAVE HOPE. (Also, Carta Quizzy and Varric? That would be a very interesting couple...)
1. Varric is hugely popular among Dragon Age fans, which makes him a hard character for the writers to ignore
2. Is it just us or has he somehow managed to get handsomer since Dragon Age 2? The redesign of Varric fits that handsome look BioWare love for their romances.
3. There's a chance that the last two characters may be race-gated, and Varric has some reasons for being gated himself.
4. Take a look at our last screenshot, Varric and Vivienne together. Coincidence? Or a hint that they are two last LI's? 
5. "Like a well oiled leather jacket."
6. DG's classic Hobbit tweet: "Finally saw the Hobbit. May have to rethink my status on dwarf romances."
7. All the other "Not no way not no how" LI's have had their statuses confirmed as a "NO!": Leliana, Morrigan and of course Cole.

9. How about that "extra scene" that was almost slipped in post interrogation between Varric and Hawke? "I told them everything" "Everything?" "Don't worry, I skipped the part about us."

11. People have been requesting a dwarven love interest since the release of Origins.
12. There was of course David Gaider's April Fools day joke where he claimed to be leaking "Varric Inquistion romance scenes". It would rather low to make this kind of joke if there wasn't a hint of truth to it.
13. If it really is a no, the kinder thing to do would have been to let down his fans early. Bioware knows there are a fair amount of people who have wanted him as an LI since DA2. It just doesn't seem like their MO to drag a "No" out this long.
14. Cameron Lee has been stressing that Varric loves Bianca too much to let her go. But the more and more he states this, the more and more it starts to sound like a red herring. We know we can switch Varric's weapons in Inquisition, with the exception of Bianca. Maybe, just maybe, he's talking about the crossbow instead of the woman.
15. In regards to Bianca the woman, having a long lost or deceased love hasn't prevented a character from becoming an LI in previous Bioware titles. Carth, Zevran, Kaidan and Thane are all LI's who have lost a woman who they dearly loved but found happiness in a new lover.
16. Just because a character was not originally intended to be a romance doesn't mean the developers can't change their minds. Regarding Morrigan, one of the most iconic Dragon Age LI's:
"Trying to figure out what the romance is...sometimes it requires you to sit back and think about the character a slightly different way because you've always thought about them [one way]....Morrigan initially was not supposed to be a romance. I had to change the way I thought about her...[I saw her] as having built up this sort of armor around herself-that there was a different person underneath. One that she purposely had to squelch because she thought that [it] was weak, because that was what she had been taught. Suddenly when I thought about that, it was, 'Oh that's an interesting place to go.'
17. Allen seemed make an...interesting slip....regarding an earlier interview with romances this year. He stated romances would be varied with different personalities. The interviewer asked if Varric would be an LI. At this point Allen looked as though he'd realized he'd said something he should not have and stated that Gaider would be upset if he spoiled things.
