I don't know, he and Corypheus are too similar so I'm leaning towards him being a magister. But I wouldn't complain if it turns out he's something similar to your theory. I just know that I want to see him again.
Actually the more I think about it, I need this dlc/expansion/game! I want to know more about the blight and talking darkspawn! I want to see more of the Grey Wardens, and I really need to see

I just feel like it doesn't add up. He's a magister and just...forgot? Lame. Not to mention what he's doing still around. Corypheus was at least in a kind of stasis. Him being the child of the first broodmother and getting her human attributes makes way more sense and is a more satisfying plot to me.
Can ghouls make broodmothers? One of the magisters would almost have to have been a woman otherwise...
And they keep dangling the intelligent, talking darkspawn in front of us and pulling away. All those darkspawn activity operations I started to be afraid I'd miss the architect if I didn't do them.
And I want a darkspawn companion.
And I want Sandal's prophecy to come true, a dwarf PC of that game to start showing magical ability, and play a dwarf mage the game after that.
I feel like each game has an extra it gives to certain groups. Noble wardens can be king/queen, Dalish inquisitors get Solas, I think I'd be okay if they kept up with that and the next game deals with dwarves regaining magic.
Which is my theory on Sandal. He's part elf and his elf genes are triggering magic his dwarf genes don't know what to do with.
