My first thought would be H. Jon Benjamin because I love his voice.  But I'm not sure I could keep from picturing Archer and/or Bob Belcher every time the Inquisitor opened his mouth.  That might break immersion for me!

As for the American female ... harder ... I always liked Sigourney Weaver as Ellen Ripley, but I'm not looking for a sexy voice, just one that can sound bad @ss.
