does that mean that DLC is going to be free??

Yup, Cerberus Network DLC will all be free. While there will be larger contents of DLC outside the Cerberus Network that we can purchase from Xbox Live.

Everything that comes on The Cerberus Network is going to be free, as EA and BioWare stated more than once in interviews written and spoken

i did not get/ could not find any cerberus network activation code in my mass effect game. Where is it located, is it in the booklet or is their a seperate card?

It's on a separate card. It most likely won't be there if you bought used.
