Let's keep it short. I want to change what powers the squaddies have, or at least change their order.
For example, I'd like Tali to have AI Hacking first which unlocks Combat Drone. I'd like Legion to have Combat Drone first which unlocks AI Hacking.
If neither are possible, unlocking all squad powers (either with or without loyalty powers) so I can spend points however I want would be okay too,
Any ideas?

Hmmm never tried this before. I know people have messed around with their weapons though.

I've been poking around with Gibbed. No success so far. I even tried deleting Tali's Combat Drone power and it just reappeared...
Edit: Tried replacing Combat Drone with Mordin's Cryo Blast. Didn't work, Combat Drone persists.

I went through the coalesced.ini file but didn't see their powers in there. Did have their weapon loadouts. Also took a look at gibbed, but it seems you already tried what I might have suggested.
Well, I haven't found a perfect solution, but I did find something.
Using Gibbed, you can edit everyone's power ranks. You can put points directly into the power you want and ignore its prerequisite. The power works as it should, but you can't add any talent points to the power in-game - you have to go through Gibbed each time.
Or, you can add the points through the squad menu as usual, then go back to Gibbed and remove the points from the power you don't want - i.e. get rank 2 Combat Drone, evolve AI Hacking to rank 4, then go to Gibbed and set Combat Drone to 0 and refund the talent points).

Yeah. That's a good solution for the ones where the power unlocks aren't as you like.
It looks to me like you can't outright replace a power though, at least not with the tools we have.
You can only change it thru the PCC file and also Gibbs. I tried it . it worked until I started a new game. I made Ashley a Sentinel .
