I feel they wouldn't have created the dragon age keep system if they weren't going to implement characters and events from the previous games in with the stories. The protagonists of the previous games are also very likely to make an appearance alongside companions since their fate is currently unknown and would make for a awesome cameos. Everyone who played the previous games would all love to see companions return (unless you killed most of them which is a complete possibility).

Hell I didn't bother to become BFFs/Rivals with everyone in DA:2 unless I expected them to return in inquisition.

Aveline is alive in all of the playthrough, so I'm expecting to see her in the game.

 

Almost all the DA2 companions are just minor characters that I feel like it would be a waste to have them in the game.
