Has anyone besides Shepard talked to Harbinger? Does one indistinct holographic image from a smack talking reaper somehow differentiate it from all the other reapers? Does he have his name stenciled on the side of his body? How in the world does Hackett know that Harbinger is heading down to the beam? Did Harbinger radio to let them know he was coming? (Actually, that wouldn't surprise me considering how juvenile he is.)
How do we know its Harbinger that comes down to defend the beam?

I think the codex says survivors of the Collector attacks in ME2 heard Harbinger's voice.
Also, that burp thing it did at the beam sounded familiar.

It makes one wonder why he had to get on the Normandy to make this speech in the first place.

I'm surprised that Hackett wasn't accompanied by all the leaders of each species while giving the speech and when talking with Anderson before going to Earth.

Why should they be?
Wouldn't you want all the leaders talking together about their attack on the reapers? Each leader giving input at what would be the best plan instead one single idea without any input at all.

I'd like to think that all that happened well before the assault on Cronos, as it should have.

It wouldn't make sense to have it before Chronos since the Alliance was engaged with Cerberus. It would most likely happen after with all the fleets of each species gathered together to go over the plans and to add any updates that would help

The assault on Cronos is, in effect, the start of the assault on Earth. Hacket tells you this himself. Eeverything would and should have been talked over before that. Also, because, as you said, the Alliance is occupied by Cerberus from the start of the assault on Cronos.
If they need to talk things over after Cronos they're too late.
But, again, politicians/leaders are retarded in ME, so that could be possible. But it's highly unlikely, illogical and just stupid.

Don't know, but I'm in a Spite/Rape argument about who would win in a fight on Facebook, the Galactic Empire or the Reapers. Surprisingly, there are people who insist that the Reapers actually have a chance.
Ol' Harby would be viscerally gutted by a medium turbolaser on an Imperial picket ship.

I'm sure they have mobile phones in the MEU. They don't have to be in the same room.
(I'll concede that you're right about them having to talk after Cronos though
