I got into the franchise late (ps3 user) so I can't imagine that people were all that thrilled with ceberus considering they were branded as "evil" (for lack of a better word) in the first one. I don't know what made me think of this but my mind wanders.

I remember there were a lot of pro Cerberus fans when Me2 came out.  They were considered a group that did whatever it took to get the job done much like Renegade Shep.  As for bioware's marketing intention?  I don't know.
