Does anyone bother to fix cohorts (Lastri rapier/short short, Septimund spell casting, etc.) or do people not bother with them at all?

In my playthrough, I addressed Lastri's weapon/feat mismatch (if I recall correctly, she has a rapier specialisation, but her weapon is a shortsword) by using the console to remove her rapier specialisation and replace it with a shortsword specialisation. I found that to be a quicker solution than changing her weapon's base type.
As for Septimund, I don't know the problem.
If you're asking if people bother with using the cohorts (as opposed to asking if they bother fixing their bugs), the answer for me is that I started with a fully-created party, and replaced my party bit by bit with these cohorts as I found them. I generally prefer them for the extra character they provide.

I'm not an expert with console commands, but found an editor to do the job.

The SOZ cohorts aren't baked into areas; they spawn in when first encountered, so you can fix their startup character files in the Toolset and leave the corrected versions in Overrides. Then, each time you play they will show up properly leveled etc.
(Won't help any already spawned in your current game, of course.)

The main use I had for cohorts in SoZ was feeding them to a certain MotB companion who makes a cameo appearance.
