I think that's where the inquisition steps in.If they're smart, by making alliances. Perhaps even with each other. They could complement each other well, with the mages providing the quality and the elves the numbers. Or with dalish, ferelden, nevarra or whatever side of the civil war might offer

I imagine that the City Elves, if they were organized, can struck one extremely powerful blow ala the City Elf origin (simultaneous poisoning of their masters / the nobility / the guardsmen). After that they take to bows and flee.
Loghain, apparently, was very much a fan of City Elf archers. It would have pleased me to see him conscripting elves rather than selling them.
