I'm trying to catch up, but it seems those that favor Aveline over Cullen to been advisor is coming up.
Cassandra already has Cullen hired there, just cause Cullen advises doesn't mean he controls the PC. PC is in charge, no one else. All military leaders have advisors, all leaders have advisors. To do the very miniscule duties that an advisor will deal with. Even a company for business has advisors doing the little stuff. I even advised through reports to head officers as a peon and I wasn't a leader nor had combat experience. Advising is miniscule laboring and suggesting things, leaders in charge will need and want any and all information they can get, then tell them what to do. So, Cullen will advise like he should. Honestly, judging him before the game starts is funny.
More than likely she could have asked Aveline and she declined. Loghain, most likely is dead, but in case he is alive, I really doubt Cassie will talk to him, he seems opposite of what she is to me.

I just don't see Aveline as being very qualified to advise. But then again, I think Aveline (despite her bluster) did not do an especially good job as Guard Captain. She certainly did well in protecting the women and men under her command, and by no means was she protecting favourites or eschewing dangerous work, but we've seen some very shoddy justifications and major lapses in judgement coming from her end.
Is Cullen best possible one as military advisor of Inquisition? No. Does he still make a good military advisor? I believe it does.
There has been other names thrown out that would make good advisors as much. But do they make as much sense gameplay-wise as Cullen? Would Loghain (if he lives) leave Ferelden to aid Inquisition which operates in Orlais? Would Cassandra notice his leadership skills and chose him? Would he have motivation to be part of Inquisition? I doubt these points. Some questions can be asked of other characters as well.
Cullen might be lacking in certain areas but he has skills and knowledge in others. I doubt our other advisors and companions are best possible either. But they are willing (except poor Varric who Cass drags around) and competent enough.
New character for sure could be better than Cullen. He/she could be written in the way which would make him/her perfect candinate. But in other hand if he/she was to be character who satisfied everyone he/she would have been really accepting to everyone's playstyle and I think character like this would lack personality. If this new character was good and had personality he/she would surely clash with some players like Cullen does.
