I think it would make sense if she acted as one, if she was left behind at the main keep while the Inquisitor was out inquisiting. She would also be in charge of the keep's defences and relaying mission reports to the Inquisitor.

While the Inquisitor will have their own captains, Cassandra seems the type to be heading her own division in the Inquisition.

It's founded prior to the protagonist becoming the Inquisitor, since Leliana and the soldiers at the end of Dragon Age II are wearing Inquisition armor.

I actually took the ending to mean that Cassandra was answering to Leliana's lead, but I thought they said recently that they were both already following the Inquisitor at that point.

More seriously I wonder how interactions are going to work...
Do we make decisions with The Inquisition (advisor +companion) voting about something ?And then the Inquisition can agree or disagree?
Do we have to fight Cassandra and co if they do not agree..I mean those people from the Chantry have power over my future army , my future spy network , etc...
How many time Cassandra will threaten my Inquisitor with her sword ?
I have a feeling she's the companion we can't get rid of , and also the advisors are going to stick to the Inquisition no matter what.
I tend to be diplomat but I also fail sometimes with the whole getting along with companions.
I know they are going to be useful , but I'm not feeling like I'm going to play a powerful leader.
I will build a special tunnel in Skyhold , for emercy escape.Just in case the Inquisition rebels against the Inquisitor.
And Cassandra tries to chop my pc's hand or something.

Miranda was technically XO in ME2, but that didn't keep me from head-cannoning that Garrus was Shepard's real XO the moment his turian ass hit the deck. I expect it may be a similar situation with Cassandra in Inquisition, though Cassandra will likely be the XO my Inquisitor wants anyway.

You would think either her or Leliana because they both are the core founders to the Inquisition other than the Inquisitor. I wouldn't see anybody else.

And in the Lead Them or Fall trailer, you see three Inquisition soldiers coming to the Inquisitor(though not Inquisitor yet) and in the Official trailer that came out in April, Cassandra is heard saying "Our soldiers found you" so I'm guessing she was the leader till she saw us with the powers.

Based on the trailer where she threatens the Inquisitor ("Right now, YOU are the only threat I see!"), I'd wager she's going to be one of the first companions we get, which will probably default her into a position of implied importance - You won't have to take her everywhere or do everything with her, but her joining the Inquisition is an important event in the sense that it legitimizes the Inquisition to one extent or another.
Since she's supposed to be the Right Hand of the Divine, she's probably one of the de facto leaders in the event of the Breach opening, so she's probably used to a position of prominence.

Quite possibly they have to to prevent the PC from just going off with their own previous group instead of staying with the Inquisition.

As much as I don't like Alistair, I was kinda hoping to be more like him this time around.

That's a good point. I doubt a Dalish protagonist would accept orders from pseudo-members of the Chantry of Andraste, regardless of whether or not they are "technically" independent of the Andrastian Chantry anymore, as one example.

Well The Iron Bull has a mercenary crew.Sera has ties with a thieves guild.
Varric knows the Merchant Guild which probably supply Cassandra's army with lyrium .Well the templars.(does Cassandra take lyrium?)
I'm just thinking about the different possibilities, just in case ...things ain't working so well.
