In DAO it makes sense that an elven mage had the same magic as a human one, you were raised on the same magic training. But that's because you were born a city elf. Dalish have unique magic like what we saw in Awakening and the non blood mage powers of Merrill's unique tree. And seeing as your elf is Dalish in DAI... It would feel really stupid if your Dalish elf who is also likely first to the keeper because of being a mage is forced to use Circle magic only.

 

Basically, is the Keeper specialization from Awakening making a comeback? Because playing as a Dalish mage without it will be just too wrong for me to ever want to play as that combination in DAI.

Not in Form of a real Specialization, no. But I could imagine it being available as a "normal" Skill Tree I imagine. Like the "Spirit" tree, which certainly incorporates Elements of the Spirit Healer Specialization we don't have anymore.
