Probably nothing really significant.   We'll go through the entire game wondering where the big reveal is going to come about her "true agenda" and it will never materialise or at the very least, only if you make certain choices.  

 

It seems a bit odd to me that they are effectively making a spoiler in their own trailer but putting suspicion in your mind about a character, when likely everybody has got their own agenda.     My Inquisitor certainly has their own agenda, although whether I will be able to exercise it is another matter.     It would certainly seem a bit lame if Vivienne turned out to be a traitor in your midst when they have flagged it up to you from the outset.  

 

I think it is probably nothing more than she wants the Circles restored with her as Chief Enchanter of all Thedas.
