I'll point out there is a logical reason to limit the number of abilities someone can slot in.
Limited slotted abilities push players to specialize and improve specific abilities over scattershot "Unlock everything" approach. That restriction fosters a better class dynamic within individual classes, adding on to things like specializations as another layer to the party composition depth. When the player has to choose that 9th ability he may only have access to 50% of the time, or upgrading that 8th ability to be 50% more effective... It's a strategic call.
How much merit you grant the decision is your own call, but don't pretend like it's the "Stupidest thing on the planet." and "Makes no logical sense." just because you can't see beyond your own desires.
Encouraging me to play the 'better' way by being a giant hassle if I don't isn't what I'd call ideal design. I shouldn't have to fight with the UI to access options that were made available to me. The appropriate way to punish the scattershot approach would be an underpowered jack of all trades syndrome that already comes as a consequence of forgoing upgrades.
So I'd give that kind of decision 0 merit because it is indeed the stupidest thing on the planet and makes no logical sense.
