I've noticed that there only seems to be a very feminine sounding placeholder VO, without the option of a male, or more alternatives in either sex. Is this true?

Interesting that you gain the impression of a very feminine robot vo. I don´t know why it sounds high-pitched for you.
If you should refer to mods which use automatic generated vo files - there are third party tools with various options to generate robot voices which are more appealing than the robot voice available in the toolset.
But there are no alternatives for the toolset. Because the robot vo files are only needed during the production phase. The placeholder files are just that - temporary files to support the creation of lip synch. The temp files are determined to be overridden once the vo files of the voice actors will be available.
