So, DA2 came out in 2011, and even back then I'd imagine it wasn't ultra demanding graphics wise.
My question is, can a "new" laptop with integrated graphics (something with an HD 4400, 4600, 5000, 5100, etc.) handle DA2?

Yes, I was able to play it (on lower graphics setting for larger fights) with a 5 year old laptop.
I played it on a laptop with Intel HD 3000 ![]()
Intel HD 3000 should be able to cope. Otherwise it's the second digit (and age/generation = first digit) that is the indicator. A six as second digit is good news. A four is maybe, unless it's nVidia and a 3-digit number, then it's fine. The second digit is always the performance class indicator for both AMD and nVidia. Back in the days of both using four digit numbers, they also meant pretty much the same. Not so any more. But still, higher number second digit = a higher performance class for its generation.
Intel was normally crap, but HD 3000 is not so shabby ![]()

The answer to your question is YES.
You'd probably not enjoy the quality though
If you can play DAO on your laptop, DA2 will work as well.

DAO screamed bloody murder during the final onslaught and the city elf origin while DA2 ran fine on medium quality. Maybe all the mods I have for DAO influenced this, but DA2 ran noticeable better on my laptop after my NVIDIA graphics chip had died and I had to use Intel.
DA2 runs far better than DA:O, the removal of the tactical view, as it is in DA:O, in DA2 greatly increased and improved performance.
