I don't think her reasons for liking Shepard was the same as Liara's. I think Shiala just kind of came up front about her feelings for you while being a bit hesitant with it on Illium. Mind melding or not, as long you didn't killer and you helped the Colonists in ME1 and in ME2, I'm sure there's enough reasons for her to like Shepard.

This is going to make me sound like an ass, but, sans people who choose celibacy/chastity for whatever reason, I feel bad for people who haven't had sex at least once by 29.

Point is, it's difficult to determine which companion can come back when the game has to work around a large number of people. I'm sure some players wanted Jack, Grunt, Samara, Kasumi and Zaeed to return as well, but how do you do this? Would it work on some sort of first-come-first-serve basis? I suppose Miranda would benefit from her closer plot relevance to Cerberus, since she was their strong advocate in the beginning, as opposed to Jacob, who never trusted them as far as he could throw them since the beginning. In any case, Garrus and Tali clearly won the popularity contest, though being carry-overs from ME1 helped. If I recall, Garrus was actually one of the most popular squad members to take on missions in ME2.
I would have preferred it had Shepard been a few years younger at the start of Mass Effect, being somewhere in their early twenties. very talented, but not as decorated and experianced, the player would assume control of Shepard right after their first tour, still relatively unknown with the greater galaxy, the player's introdocution with the universe would fall more in sync with that of Shepard.

I think that the narrative of the first game seems to favor the war hero background, which I can see being more public considering. But also, there's the trap set by Elanos Haliat, who clearly has a grudge against Shepard no matter the background, but the War Hero one has the most relevance, since he orchestrated the Skyllian Blitz.
All three backgrounds have relevant missions. Ruthless is tied to the biotic cult. Sole Survivor is tied to Corporal Toombs. The harder one though is getting all of the intimidate dialogue for Rafael Vargas on Noveria. It's definitely one of my favorite uses of the red options.

Settings like Mass Effect tend to generally work better with younger protaganists though. Even if Shepard's achievements were less public, he'd still been military for over decade in which he would have travelled to various places of the galaxy undoubtedly doing up knowledge about galactic matters, not to mentions being a branded spectre candiate.

It's reasonable to assume that even if Shepard remains single throughout the trilogy, that he or she has had past relationships. People in their late 20s who are still virgins are extremely rare.

I believe EDI will ask you about "first-hand sexual experience" even if you had no previous relationships. I guess it's just because BioWare didn't expect you to "not" romance anyone before ME3.
I think she asks a more generic question about what Shepard does when trying to catch someone's interest or something like that.

I could never bring myself to do that, but then I prefer the more smart-ass characters that gives everyone sh*t because they ask for it, for the same reason why I always max out coercion in Dragon Age: Origins. That, and I really loathe locked out dialogue. This is something that always annoyed me about ME2.

edi mentions, "When you're sexually interested in another, what kind of advances do you make?", if Shepard is in no romance
I was actually happy to have an older, quite experienced protagonist for a change, teenage heroes started to grate on me. Most of the dialogues where Shepard seemed ignorant were there for the player's benefit. I'd rather they didn't make Shepard ask questions about things he should already know and just let us learn about the world as the game passed or through the codex.
Just have EDI watch Her. It also teaches her how to gently abandon Joker forever.
