I thought there were some enemies (maybe it's just Praetorians) that you needed 2.5m penetration to double hit. I admit that I'm not that familiar with how much penetration it takes to double-hit things though, so I make sure I always have 2.5m if that's what I'm going for.
I was talking about Phantoms specifically. It is 2m to reliably double hit if they bubble.
Praetorians, it depends. If their bubble is up you need a maxed out Javelin.

I use it quite a bit on the basic human engineer, or the TSent, and use overload to stun. It also works well applying ammo powers to the bigger units.
'Course, I've had to learn to use cover, and run away, a lot with the Human Engi and the Executioner...

To be honest, I can't remember why I stacked on so much Overload damage, as it's more than necessary for Gold Phantoms. I did the math long ago and I know there's a reason though... It could be for one-shotting Hunters and Pyros.

That'd make sense, I did the math on getting executioner 1HK's on gold hunters with my HuEng using level 3 consumables ages ago, and hunters was the reason I had to stack overload's damage up so high on him too.

Possessed Troopers/Captains? I think they're the only mooks on the game that have more than 3070 shield/barrier in Gold. If you get your Overload damage high enough, you can OSK them with an Executioner headshot.

I think you are right. Just tried it on the TSent today, since I used stuff like Mantis and Black Widow on him before, and it worked really great. And would you believe the Executioner does more damage then the Mantis SR & weighs less?!
Though some say to try it on the Shadow, I can't imagine it being better then the Mantis on her because of that x25% SR tac-cloak bonus doing so much for SRs.

So Gold Phantom (3075) with 8x multiplier means you basically need 385 in the character builder.
Hunter (2278) w/ 6x is ~380, Pyro (2633) is ~439.
Captain (1823) is ~228, Possessed Captain (2330) is ~292.
This is all for Gold.

Example: Any incinerate kit: Use disruptor ammo and one shot the shields, fire off incinerate, the raw damage and tech burst will kill the health.
Any kit with a shield stripper like overload/energy drain/arc nades: Strip the shields with the power, kill the health with the executioner.
That's it's real strength IMO.. the ability to completely wipe an entire shield or health bar in one shot, while a power dedicated to damaging the other protection deals with that.

other than that, I have had good results with it on the AHI with warp rounds.

Use disruptor ammo and throw to hide the reloads and for TBs against infantry, and a combination of TBs and BEs for anything larger.

Eh? That's the perfect use for it. I use it for my Asari adept stasis sniper alot. It's just about as good as the arc pistol for that purpose.
Problem is shieldgate. The arc pistol will OSK anything you can stasis, but the executioner won't unless you use phasic ammo.
*edit* I should test this again. Even with phasic ammo it might not OSK everything.

Personally, and this is really different from the rest, I use it on my biotics. I like the ability to be able to oneshot most mooks between cooldowns. Also very reliable for cross-map sniping (your choice on using the scope). The occassional blank can be annoying, but watching a Cannibal's face explode from a quick-snipe is always enjoyable. Pop on phasic or Disruptor rounds for shields, and you have a devastating combo (I usualy score at or near the top whenever I use it like this). For mods, I like the extended barrel (you don't always get a chance to line up a headshot) and either the power magnifier or extended magazine (or in my case, ultralight materials as mine still only level 3).

I can't test this atm, but looking at the numbers on Kalence, and assuming I understand the mechanics correctly, I don't think the executioner can OSK any shielded/barriered enemies on Gold, no matter what ammo you use. So it's really not great for stasis sniping. Much better for kits with a shield striping power.

Been using it on Collector poophead Adept. Warp rounds 4 when everything is primed all the time makes it pretty neat. Use swarms to hide reload or reload cancel when dark sphere is on cooldown.
