How much of the Enviroment can I interact with?

One thing I have seen so far in the gameplay video is the ability to freeze rubble or burn trees based on my mage skills. I personally feel like this will open up a new plethora of opportunities for ways on how to complete mission objectives. This was not present in the previous series on top of that the previous dragon age did not have a system which impacts environmental and population variables in a very persistent fashion. 

 

My question is, how much can I interact with my environment? Will I be able to use my abilities when I am not in combat(e.t.c using sleep to dispute a fight between random NPCs)?

 

 I just find it a bit disjointed and immersion breaking when I can use abilities in combat but I cannot use them out of combat. Playing neverwinter nights 2 while being told to "grab a torch" even though I am an evocation based wizard with fire spells, spoiled the whole scene for me.
