It is, in fact, purely the templars' fault, because the templars didn't even exist as an independent organization until their secession. And amusingly, the Chantry has exactly the same right to declare war on them as they do on the mages.
yeah, and exactly how will they wage war on the templars, you know... the military branch of the Chantry.....

Exalted March? Though of course the Chantry is in shreds now, so that's unlikely to work. It looks like the Inquisition will have to take over.

even if the chanttry hadn't been sundered it wouldn't work. Orlais is in a civil war, Ferelden is still reocvering from the Blight, the Free Marches are preoocupied with each other, mages, and qunari, leaving the Anderfels who aren't really able to get it together for that

The elves wouldn't really be dalish and from everything we have seen the dalish care diddly for city elves...i guess you could play one that is different i suppose but the city elves wouldn't get my vote.
Why do you think that? Aneirin, Lanaya, and Pol were taken in by the Dalish; Aneirin was rescued after the templars tried to kill him, and Zathrian took Lanaya in after killing the human bandits who enslaved her. The Dalish premise behind an independent kingdom is that the city elves would be welcome, and that the People would tell their city brethren about the history and culture of the Elvhen that's been lost to them after centuries of living under human rule.
And if you think that the elves would do anything different than the humans then you are deluding yourself; to paraphrase TME. "The elves had a great empire once; who were the servants there? Other freaking elves.".
The Dalish are the remnants of the Dales, not Arlathan. Lanaya was even allowed to compete for the role of First, so I have already seen that the People aren't Orlais.

Few are permitted to leave under that exception. Ines was allowed to research a plant that was rumored to grow in Blighted soil after the Fifth Blight, and Finn was permitted to accompany the Warden-Commander. However, as Emissary pointed out, it's up to the Knight-Commander; for example, Greagoir only permitted seven mages to serve at Ostagar, despite the King's plea for more mages to fight the darkspawn.
Before someone mentions Wynne, it's pointed out in Asunder that Wynne has freedoms that the rest of the Circle doesn't have, and the lack of freedom is why some mages sought autonomy from the Circle. Frankly, the notion that mages are really free once they pass their Harrowing simply isn't true; there wouldn't currently be a war between the mages and the templars if that was the case.

Knight-Commander Greagoir makes it perfectly clear that it is the First Enchanter that has the final say in all such matters. It is even Irving who is the one to give Wynne permission to gowith the Warden.
Needless to say, the Templars still maintain the right to call for an Annulment, which is to make sure that the First Enchanter does not go overboard with his power. A perfect set of check and balances to maintain order and stability. Of course, this all depends on the cooperation between the Knight-Commander and First Enchanter, which is why Orsino and Meredith might have been the two worst people to ever hold these titles in the history of Thedas.
