Just wondering this. I am glad all elven inquisitors will be Dalish but I know I will want an elf at some point without face tattoos. Just at this point that feels lore breaking.
Well, your Dalish could just have not become an adult yet, or whatever. Or maybe the game supports you being very anti-Dalish despite being Dalish, so you could have an elf who refused to go along with the culture.

Well if they were born in the City I don't see them getting any.
Or if they're cast out of their Clan or their parents aren't in one anymore when they're born.

I don't think it's a requirement to have it though if you're born in the City. City Elves may have different taste and I'm not all of them respect or even know much of their Dalish kin out in the wilds.

Huh, strange. Wonder if that's for all cities or if some City Elves don't practice that stuff.
Whatever the case it IS a tough argument for a Dalish Elf, City or not, to not have tattoos.

It's as much a requirement as adopting the religion and culture is, which is to say you could always bugger off and starve to death in the wilds.

I see it as too soon to make assumptions like that. All I know is that the elf is Dalish, s/he could have left before adulthood is complete, or maybe she should have tatoos canonically because s/he's stated to be an active member of the clan and an 'adult'. Once we know more of the background info, an answer might make itself more apparent.

Maybe because for the Dailish, not getting your face tattooed makes you seem edgy and cool.

In the first game I think you could make the tattoos so faint they'd be (nearly) invisible. That might not fit with lore but it should be a CC option.

The vallaslin is a ceremonial right of passage into adulthood. If you don't have your face tattoo yet, you have not yet been deemed an adult by the Clan.
I guess you can mentally roleplay that you left the Dalish and became the Inquisitor before you were able to get your ceremonial tattoo, whenever that was.

He was also a city elf that had not fully adjusted to the Dalish way of life. When you run into him, he exclaims "Maker! I mean, Creators..." And shows that he still gets just as jumpy as when he first joined. Meet Pol in the Dalish Origin, and he's rather nervous around everyone, mentions you're nicer than his people described, then gets freaked out when you joke that the Dalish eat babies. "S/he's kidding, right? ... Right?" When he runs into Merrill in DA2, he shows he still gets jumpy, nervous, and flies into a panic very easily.
Part of being a Dalish adult is showing courage in the face of pain and fear. For the vallaslin ceremony, you have to show that you can withstand the pain like an adult. If you so much as flinch, wince, or cry out, the Clan will deem you not ready to receive your vallaslin, and post-pone the ceremony until such time when they feel you are ready.
Considering how Pol acts in DA2, I imagine he hasn't shown he's ready to receive his markings.

It really depends on the clan's situation in Inquisition I guess. If it gets destroyed by the Breach, you could say that you were about to become an adult the next day and then BOOM!
Perhaps the clan is weak and scattered, and it couldn't do any ceremonies for the time being even though your elf has been ready for adulthood for weeks.
Some have mentioned being allergic... that would be fine I guess but odd unless the elf or the elf's parents weren't originally dalish since all the dalish have been doing this ceremony for generations.
Maybe you were ready for the ceremony, but then tragically became very ill and bed ridden for a while and so the ceremony was put on hold, then when you got better the clan had to move and didn't have time, then the elder/Keeper/First or whoever performs the ritual got sick and had to put it on hold again, then had to move again, then some children went missing and had to put ritual on hold while you and other hunters looked for kids, then moved again, then word of Templars and mages fighting nearby and so had to keep a low profile and not move, then when it was clear had to move again, then a troll attacked the clan and many goods were destroyed, including the ingredients for the ritual, then you had to move, then after making the ingredients had to move again, and then right when you were ready for the ritual, the Breach happened.

They have sacred ink that's mixed with the blood; it's brought up in DA2.

And that exact situation couldn't be applicable to an elf inquisitor?
We don't know enough about our backgrounds to know if we're allowed to be city elves, let alone city elves who joined much later in life.
I also don't see how it's desirable to play a character that can't endure your own passage into a adulthood tattoo ritual because you're too much of a squeamish weenie or a jumpy coward like Pol.
