You need Spell Purge if you want to combo Wrath of Heaven... (unless you are playing a 2handed Templar).
If you want to combo it solely on one character, yes. Wrath followed by Spell Purge will be strong in both CC, aggro management and damage but it's up to you if it's worth taking. For me yes, because my mages won't be running dispel.

I think what is easy to get caught up on is that all other specs focus solely on single character optimization while Templar makes you look at party optimization. No character is in a vaccum. If you go Reaver you're going to want to make a party that can balance that high risk/high reward play style. It's not just about what the spec can do it's about what it can do in relation to what your other party members will be bringing to the table.

Well one thing we know is that some of the enemy types that pop out of fade rifts like to cast barrier and I doubt they will be the only enemies that do. Dispel also has that added utility of stopping enemies as they try to come out of a fade rift.

But not necessarily capable of doing the combo. The only ranged AOE detonator are Dispel and Immolate. The only melee AOE detonators are Whirlwind, Spell Purge and Mind Blast. The stun last 4 seconds, so you don't have much time to react to it.

another handy combination is wrath of heaven with Coup de Grace from battlemaster tree.
stunn everyone around you and then all your warriors with battlemaster in your party strike with +30% damage.

That...upgrade has such amazing synergy...considering BB has 100% uptime...helps compensate for the long CDs of those two aoe abilities.

What's the level cap?

Supposedly 25-30 although that will involve a lot of time. There are items that give you additional skill points as well as that one Inquisition perk. So not sure...what the total amount will be.

Looks good. Though it's a level 30 soft cap, I think.

Well, based on common sense and the other CDR abilities, you can guess as much. Half a second off the CDs is a waste of an upgrade.

That extra point from the perk does come at a cost. Apparently you only get 10-15 perks and to get 15 you need to eek out every bit of influence. A lot of players simply won't have the perks to get it.
