To be honest, I still don't think Varric is over Bianca, like at all. Even though you can equip him with daggers which some believe to be a hint that he's over Bianca, even in the Q&A, they stated that if Varric is gonna be an archer, it's gonna only be with Bianca. + If you've read the comics *which i have and reccommend because they're fantastic* Spoiler alert there's a part where Varric is trapped in the Fade and he sees a vision of Bianca and him intimate and he's truly happy and it takes all that he could to reject the fantasy. Plus I feel like a Varric romance would be one of those romance archetypes where he'd constantly compare you to Bianca. IDK He's always been a bro through and through so I personally don't see him as a LI. If he is, which I think would be flippin fantastic, I'm not sure if it'd be race gated since personally in the comics I couldn't really tell if bianca was a dwarf, I think she is though. Plus Varric makes several references to still showing attraction towards fem dwarves ie the "This tavern would be better if there were some cute dwarven ladies serving" something like that but yeah, so yes no maybe so if he is a romance option?
As a side note, if Varric and Dagna are confirmed romances I wouldn't think that'd be redundant at all. Some of like to actually play dwarves *me included* and would like to see them with a dwarf if possible! 
Garrus was a great best friend (I don't ever use the word bro, sorry,) but that didn't stop BW from making him into a very well done romance in Mass Effect 2 and 3. For the record, I've played the games twice now, once with Garrus as my best friend, and once as the romance. The friendship was great on it's own, and I never felt like I was missing out because I didn't choose the romance. When I did the second time around, the romance just added to the friendship and made it better to me. It helps that the romantic and friendship sequences were integrated beautifully.
As a general question: Why do you think it's a good idea to keep Varric where he is when it comes to romance?
He hasn't seen the real woman Bianca in at least 10-11 years (at least before he met Hawke) outside of a Fade nightmare. He's personalized his crossbow to the point of referring to it as a real person, even though Until We Sleep had him largely coming to terms with his past while in the Fade. He's around 40-43 years old. He has used that as excuse to avoid intimacy for over a decade, and if the DA team continued to used it for Inquisition, it would frustrate me.
I wouldn't take it a sign that he wouldn't use another bow to mean that he's unavailable as an LI. That could be something as simple as a weapon preference, as well as more healthy sentimental attachment. It doesn't have to be a reason why he's unavailable for romance. Unless he can't use his weapon without being too attached to the real Bianca, which would just be creepy, but I digress.
I always felt that Varric being Hawke's best bud in DA2 shouldn't preclude him from being a future romance at all. Different people, different circumstances, and also best friends end up falling in romantic love and marrying all the time.
Besides, I don't think a friendship with Varric would suffer if he was a LI. Folks can still happily leave him as a friend and the rest of us that's willing to go through the race gating can have him as a best friend we love. 
In Dragon Age 2, I happily accepted Bianca as his reason for unavailability, because the events behind her vanishing could have happened in that year while Hawke was still working for the smugglers/mercs or at least pretty recently prior to the events of the game. However, after I know it's been 11 years since he saw her, stating that Bianca is still a reason looks like it would be an poor excuse by the devs at this point.
Now, reasons like being too far from home (remember, he thought the Wounded Coast was too far out of town for his liking,) demons falling from the sky, possible guilt over his accidental hand in the Kirkwall Incident (like Anders, the red lyrium getting out, ect,) I can all accept at this point. Just not Bianca, again.
Forgive me if I came off a little ranty, I think it's just my general frustration on the subject. I noticed you do support the idea of a couple of dwarves to love, so thank you. I wasn't trying to come down on you, and I'm sorry if I came across that way.
