Race-gating for technical reasons, like IB would have been, is understandable, but race-gating for story reasons just seems so.... unnecessary to me.

The two aren't mutually exclusive, when looking at manpower.  "We could probably do X more scenes."  "Okay, the way this character is written we can make that work."  "Okay cool, we can make that character a romance."

Vivienne is the best bet for a race gate if she's available.

She may enjoy your company, but if you're not going to help her position, she'll probably drop you.

 

That's my thoughts as well. 

 

For the guy, it's harder. There's nothing about Blackwall to help suggest what he'd be gated against. Varric would probably be dwarf-only, and probably straight (but he could be bisexual). Solas sounds like he should be ungated for race, and the only one or two that would even slightly make sense are dwarves, and possibly qunari.

 

Mmm. I suppose they could have one of the already gender-gated LI's be race-gated, but that's rather harsh. Cullen, perhaps against qunari? Same possibility for Dorian? 

 

I'm hoping it's Vivienne and Solas, personally.

I agree, I would hate if they just went "sorry I'm not into [insert race here]" and that'd be the end of it

I'm good with any combination as long as Vivienne is 50% of it

I find the probable story reasons behind Vivienne being gated to be fairly detestable, so I hope not.
