Since the only elf you can be is dalish a human only restriction would work. He feels Qunari and dwarves are heathens and the dalish elf is well dalish.
Of course in this scenario I'm wondering why in the hell is not only the f/m only option a damn advisor but he's restricted to everyone but humans.

Then isn't Cullen a pretty awful person? Because I'm assuming that they will give you the option to be Andrastian (like they have in the other games too), so Cullen would be gated against you because he thinks you're a heathen even though you are Andrastian?
Doesn't gating him from female characters based on their religious beliefs seem really complicated and kind of out of left field?
Yes. Yes it does. Which is really my point, at the end of it--gating due to religion would be very hard to track. What if I play as a Dalish who eventually converts to Andrastianism? Do the flags trigger then to allow Cullen to fall for me? What if I play a character who loses faith? Can the game track that? Does he dump me?

Yep. Which would ****** me the **** off that they wasted an LI slot on him. I'm not saying I like it merely that it's plausible.
Either that or the PC doesn't have the option to be Andrastian if he/she is dalish. Either way.
Seriously though if he calls my femQunari a heathen I'm going to look for way to set his ass on fire. Then make ham over the remains. Do not want zealots.

Lets face it someone is going to be race gated for a reason at least one person will think is pointless or dumb, its going to happen. Do I think one of the gender gated romances will be one? No not really I still think its the last two that haven't been announced, but face it we are going to be upset by the reason no matter what.

[PAUSES] [NODS HEAD] Yes, this seems accurate. Now, I'm more apt to go with it if it's explained well, even if it seems silly. Vivienne is bisexual and gated only for humans and dwarfs? Well, she's politically driven so being involved romantically--which is different than working together to save the world, somehow--with an elf or qunari could ruin her. Solas bisexual and gated against dwarfs and qunari? Well, dwarves don't dream and qunari seem to dream differently, and what Solas wants in a partner is someone he can share his time in the Fade with.

Cullen originally struck me as one of the most open-minded of the Templars, even in origins (namely because of how he acted in the mage origin).
It's just that when you see him in the Broken Circle quest, he had just been tortured by demons and blood mages and watched his comrades die.... I think it's a bit understandable that he was a little off the deep end >.>

I think since 80% of players play as humans, that will be the race that has the most options.
Now that the race-gated characters are confirmed to be so due to actual story properties and not animation issues, this pretty much confirms Vivienne in my opinion as I honestly cannot see her being remotely interested in anyone but someone of status in major society hence being a human or at a push elven mage.
Has anyone tried just asking someone if the straight/gay options could be race gated? Like, David Hulegaard or someone that would probably have all the information they're cleared to release?
I guess that doesn't tell us much, though. A lot of people are still guessing one or both of the remaining are straight...

Human doesn't have to be Andrastian (mine sure in hell aren't). Qunari doesn't have to be non andrastian. And if they do race gates they're probably not going to be bothered with the "well the protagonist isn't x religion." they'll either force the PC into X for the sake of plot or it'll be ignored for reasons~
Vivi has worked (not clawed. LOL) hard to get to where she is. I can see her not wanting to do anything that'd set her back.
The devs including all race variations but then tieing it to a religious choice is unlikely.

I'm a little leery about asking the devs much of anything at this point. They've been getting pretty hammered here lately.
As to your second point, I really hope not. 
Many are pretty sure since they are already gender gated that they wouldn't have an added restriction, that is a little bit of a over kill there.
