I edited that. Federal law is 13, but it is overridden by prefecture law which is 18.

I believe Vect meant in terms of a dwarven romance (given Vect's following line about the lack of dwarven romance options in previous games), rather than general dwarven content.

To be honest, teenage age of consent is more common than not. Japan sadly just seems to get most of the flak for it even though they actually have one of the highest ones.

Whether or not this is a good approach (and I don't really think it is) you seem to be making the assumption that LGBT content is only appealing to LGBT players.
I'd say the people who create media make their media the way they do because i) they think it'll be profitable and ii) it's what they themselves like to see in the media they consume. This is essentially the reason why BioWare makes content that caters to LGBT, and it's also the reason why most game developers create content that caters to straight (and usually male) people.
You argue LGBT content can also be appealing to straight people, and it can. But I could make the point that heteronormative content can be appealing to LGBT people. And that is also true. Yet how many LGBT do you see who feel satisfied with only heteronormative content? That you enjoy something doesn't mean you don't enjoy other things more or differently, or that said content is targeted at you.

Well I mean really come on do most people pay attention to the 18 law under the age of 18? The only ones who pay attention to it are people like us who either have kids or are over 18, most lose their virginity under the age of 18 and gave their full approval of it but then again its most of the time with someone their own age.

And that's not illegal; there are closeness in age clauses. In Canada, for example: someone 14 or 15 can have sex with someone up to 5 years older than them and that's legal. As long as the older person is not in a position of trust or authority, like a coach or tutor or something. Same with legal age of consent with 16 and 17 year olds. When you're 16 you can have sex with adults, but again, only as long as they're not in a position of trust or authority.
