Yep i think they basicaly disregarded the last 4-5 books of the series.

Another thing that struct me is that the trailers seems to imply that Ciri is a full fledged witcher while in the book she passed only a year or two in kaer morahan until Triss show up and discover that they feeding her with the mutagen plant that start the witcherization process.

Unfortunately it doesn't look like you'll have that option. Here showcases how Witcher 3 lets you make Witcher 2 decisions.

 

This is obviously for Consoles, and the import system for PC will be that much more extensive. Like how it can carry over your neck tattoo if you got it in Witcher 2. So only expect any consequences with sleeping with Ves to only show on the PC version.
