Didn't see this before.
That doesn't change the fact that, in a world that tries to paint abusive drunks, power-grabbing emperors and even children-eating witches as morally grey (or at least not totally black), the Eternal Fire sticks out like a sore thumb by being barely above the stereotypical degenerate, prostitute-killing crime lord in terms of morality. Apart from Siegfried back in Witcher 1, none of the representatives of that faith that I've seen in all three games have been anything else than zealous witch hunters or corrupt priests. The guy that ''welcomes'' you in Novigrad after the pyres just lacked a mustache to twirl as he sneered at you.
You do realise Siegfried is the Grand Master of the Order of the Flaming Rose right? The militant arm of the Church of the Eternal Fire. They're two sides of the same coin.
You have somewhat pragmatic idealists like Siegfried and then you have fanatical demagogues and charlatans who use the church's power to further their own agendas, whatever they may be.
Although as the Order of the Flaming Rose seems to have aligned with Radovid as of the Witcher 2, or is at least supported financially by Redania; and left the Church of the Eternal Fire to go it's own way, it would explain why the Eternal Fire has gone full blown demagogue without Siegfried's influence to stymie the corruption and it's of religious indoctrination to create an "opiate of the masses" effect given that it's militant arm no longer follows it's orders.
