They did say politics wasnt gonna be as much as the previous games because of its more personal story.
But I do think they dropped the ball with Radovid.
That is unfortunately simplifying the issue. It is not the quantity, but quality of it. TW3 had some solid build up in Velen and what was introduced in Novigrad, but as soon as "political players" started entering the game and to put into use what the early stages established, it has taken a step down, since nobody seems to care about the war other than on a superficial level, since everyone and their mother seem to have something personal.
The more and more I play, the more I get the feeling that CDPR decided to make the game more as a sequel to the books, rather than the previous games.
