Which do you prefer and why? I am having a hard time deciding which might be better.

 

Also, what is the recharge delay on shields? 4 seconds?

Kestrel would be massively better.  Never bought any of the weapon/armor packs, so can't speak from experience.

 

Generally I used Capacitor for everything but Vanguard/Sentinel and then Shield Harness for those two.

If you are going for melee, then Kestrel. Otherwise, use whatever you think looks best, since the bonuses tend to be too small too notice.

 

On certain classes, you may want as much power damage as possible for armor bonuses so at level 30, Area Energy Drain and Area Reave can strip defenses.

 

I remember a thread about shield recharge speeds and the shield recharge speed bonuses. I'll see if I can dig it up.

Well, I just tried out the Kestrel on Kasumi's mission and in the end decided the Capacitor would have been better. I initially thought the weapon damage bonus would be nice, but I have to spend sooo much time in cover and then only popping out long enough to launch a power that I ended up deciding that Capacitor would have been better. It would have let me spend less time in cover waiting for shields to regen and I simply cannot not pop out of cover long enough to do much shooting. Just popping up long enough to launch a warp or singularity is enough for my shields to evaporate. I would love to pair up a Capacitor chest piece with the Capacitor helmet, but I don't like how the helmet covers Shepard's face.

This thread says that shield regen time is 5 seconds. So the Capcitor chest piece and/or the helmet will reduce that by 1/2 second. Not much, but something. Combined they will reduce shield regen time to 4 seconds.

As you know I am usually meleeing something or another.  So out of gate I usually wear Kestrel kit for the melee bonuses.  But after the strength boost pads become available, I often switch to capacitor chest piece based on a vague sense that shields regen slightly faster with it on...

 

But in all honesty I cannot really be certain if it really is significant faster or is just a placebo effect.  It's definitely not worth losing any sleep over, that's for sure.
