Can we maximize the potential of all?

A mix of espionage and politics, I want my inquisition to subtly achieve it's goals through diplomacy and information gathering.

Espionage and politics/diplomacy. Espionage because I want know as much as possible and politics because I'd prefer to gain power peacefully or at least nonviolently. That's not to say I wouldn't have any military power, I'd just focus on espionage and politics slightly more.

You need a physical presence in order to even begin to have an impact so Military first, then trade/diplomacy. Espionage is a powerful asset but it isnt necessary as opposed to the other two.

Espionage and Military. I am not against diplomacy but I stress the tangibles; relying on the good will or reciprocation of others just won't do as a primary means of building my Inquisition.
