I've finished Priority: Horizon with Miranda alive, and I've played through the Armax Arsenal Arena at least a dozen times, a few with Jack in the party. No matter what I do, still no e-mail from either of them.
Is there something I'm missing?
Citadel DLC - Miranda and Jack won't appear, no matter what I do?

No clue about Miranda, but did you save Jack and her kids from the school before liberating Tchanka?

Did you meet Jack at Purgatory after the Coup? If so, then you need to play at least one match at the arena before she will email you about a meet-up. Not sure what you will have to do to get Miri to email you. Do you have any N7 missions left? If so, do one and she should email you. I always do the main mission somewhere around the Rannoch arc in order to avoid scheduling problems. Meet-ups flow in as you do various missions. Then you can have the party after Horizon.

Have you tried repairing your game and reinstalling the dlc? As long as you saved Miranda in ME3, she should be there. Otherwise it may be some weird glitch and a repair should fix it.

oooooooor he/she is yet to complete other parameters, like doing all the "chance" encounters with past squaddies before starting to receive the next batch of emails?
I was stuck in a similar spot myself during the first playthrough, wasn't receiving Samara's email until I realized I hadn't "run into" Kasumi yet. found her at the casino and later, what do you know.........received the next batch of emails, Samara included.
