Is their a way to permanently assign a squad power to the q/e quick buttons. Whenever I use them it automatically picks a power based on the the enemy type. i.e. Garrus using overload on shielded enemies and concussive shot on nonshielded enemies.

No idea for PC. I know you can on consoles, but then you also have more limited buttons to work with.

 

You can assign them to a numbered hotkey (0-9) for easier access. I know most PC players do that. You will rarely use all numbered hotkeys for your own powers anyway -- typically you will only use 3-4 of your own powers -- so you can assign give at least one of their powers a quickslot.

 

So assign yourself numbers 1-4 for your own powers, then 5 and 6 for the powers you want to use the most for your squadmates,  or 5 and 6 for squadmate 1 and 7 and 8 for squadmate 2.

 

Just a suggestion.

I just use the menu to make squadmates use powers.
