I replaying NWN2 and I accidentally picked Bully background, since I wanted to pick no background. That feat lower my diplomacy and my buff, and increase my intimidate, but I invested in Buff and Diplomacy.

 

 

I have charisma of 16, if I use cloack that increase my charisma, will it increase my skills?

Yes, magic items that affect charisma affect the skills that are affected by charisma.

 

There are console commands to remove that Bully feat as well if it concerns you.
