Well Skyrim didn't have this feature 'officially', you needed to put in some console-command to get to the character editor. It's still pretty easy though!
Yes it did. It was a DLC add on. Came with Dawnguard.

I still haven't played the two DLC's. It wasn't an (official) option in the vanilla game at least.
Even though the Black Emporium counts as 'DLC' it was a free day-one option.
I'd love some sort of option to at least modify the Inquisitor's hair with some sort of mirror in the Inquisitor's chambers.
I'm seriously hoping for nose and or ear piercings... I seriously want that.... that and freckles... man do I love detailed CCs.

I'd also really like to see a way to alter your appearance. I got spoiled by the Mirror in DA 2. I liked changing my Hawke slightly in each Act since there was a time gap.
I could get by without it, though, knowing that you go right into the character creator. DA 2 and ME 2, with their long prologues, killed me. I actually grew to resent both of them a bit because of having to replay the opening over and over until I got my character just right.

I'll be a little disappointed if there is no option to change your character in game. I really enjoyed the Black Emporium in DA2.
