In this RAPTR Q&A under Weapons/Armor/Loot the developers say that Varric can equip either Bianca or dual weapon daggers though it doesn't say whether you can easily switch between the two in mid battle. It does make sense for rogues to have this ability and to have it supported with appropriate tactics commands ie. "If surrounded by x enemies switch to melee weapons".

I don't remember such feature being showed in DAO demos so I'm not surprissed that we haven't seen it.
That said, I still hope the feature is back in DAI. I don't like having companions running after fleeing enemies when we can put an arrow in their backs, neither do I like having a companion shooting arrows at an enemy that is at arm reach.
