From what we know now, I'd say that Celene would be the most likely candidate. However, it could end up being some npc that we've heard nothing about so far.

 

Also, has it been confirmed that there is only one npc flirt option? I remember the original statement that confirmed the option saying something along the lines of "There's one that I can remember."

The reason she's only a flirt option is because the flirting would go right over her head . She'd be too excited to tell you about her latest invention to realize you're trying to romance her .

I'm pretty confident a NPC flirt for a female Inquisitor is going to be Celene that's the only one I can really guess

I could think of Gaspard, in Opposition to Celene. Seriously, think about it. He was willing to marry Celene to end the civil War before it started and overall, there are worse People in Thedas. The Inquisitor will become a very important Person and thus may be able to tip the Scales of power significantly for one Side or the Other. And Gaspard is also very chivalrous and honorable... in a Way.

 

Him being some Flirt or half-fledged Romance Option (which there was confirmed to be one, albeit not as developed as Companion Romances) doesn't seem so outlandish to me.
