Start over with FemShep and pick Garrus.

 

But if you insist on going with the lesser choices, I'd pick Miranda.  I thought it was handled better than Ash, except for a few standout moments in the Ash romance.  Though, pretty much everyone except Jacob was handled better than Ash.

Take Liara, she has the biggest budget. She will speak with you like every 5 minutes. ME2 characters didn't get much attention. Also Ashley became unstable drag queen.

Personality my favourite is Kasumi Goto. (But she is not available as a romance option).

I also really love Tali and Liara. (But you're not so keen on them)

 

This is a tough one.

 

Miranda is a fan favourite but... she tried to put a control chip in Shepard's brain.

Ashley was xenophobic in ME 1, she has showed some real growth.

Jack is a psycho.

 

I'd personally go for either Liara or Tali.

As bad as some of those scenes in her romance were, it was actually handled pretty well.  Samantha is my second favorite after Garrus.

I know of no mod for maleshep to romance Traynor. The only mods for her is the long hair and nude mods.

Content-wise this decision is an easy one if the Citadel DLC isn't downloaded. Ashley has more and better content than Miranda in Mass Effect 3, without the Citadel DLC installed.

 

With the Citadel DLC installed I think it is a harder choice. Ashley gets more & better content in the main game, while Miranda gets more & better content in the DLC.

Tali or Miri, both great. But you need the Citadel DLC to really get the most out of Miri's romance.

Meh, as I play exclusively as a femshep she's the best choice due to the massive dearth of options (Garrus is alright but plays the role of right hand Turian better IMO). However I like the Sam romance too, but over the trilogy for femshep Liara is best. The voice acting clicks rather well between them.
