I downloaded and installed Arrival after beating the game. I'm aware that Hackett is supposed to send you an email to get the DLC started, but I never got said email. There's no journal entry either, and I'm not sure what else I can do to get the DLC going. Can anyone help?

Is there some side mission you could run to kick start the game? Normally, the email arrives right after Horizon.

Do you have a save right after doing Horizon? If so, load it and see if the mission is on your terminal?  The other thing is shut off your pc or console and turn it back on to see if that triggers it.

Try re-landing on the SR1 memorial planet, and then returning to Normandy.  This advances the conversation queues without completing a mission.

You also have to access the computer in the captains quarters (floor 1) to activate the mission.
