EDIT: Given the confusion (or maybe I got confused) I'm referring to the announced non-advisor, non-companion romance option that they subsequently rolled back on and said it was just a flirtation

What makes you think there is only one NPC you can flirt with? The two other games had multiple, I have no reason to believe that DA:I is any different.

Seriously though, I expect a barmaid or random prostitute, but I really hope there are more NPC that isn't just involved in prostitution and the player can flirt with them.

• Celene (seems to be the most obvious)
• Dagna (given she has such a high fanbase)
• Leliana (she won't be romanceable, but I can't imagine the Inquisitor not having the option to try-and then be forcibly turned down)
• Alistair (same as Leliana)
• Morrigan (same as Alistair and Leli)
• Whichever companion isn't a romance option (Blackwall, Vivienne, Varric, Solas), exception being Cole for obvious reasons
• Gaspar (if he's actually attractive in-game, I can't see why not)
• Briala (if she makes it in Inquisition)
