If we are talking about pure fan service, I guess it's the entire dialogue you can have with Conrad on Citadel, it is just way too perfect from start to finish.
Yes, I love that dialogue option. I especially love how so many parts of that are dependent on doing random stuff from ME1. The first time, I had a tear in my eye when Jenna (?) showed up.
Ohh, so so many things. Tango with Garrus, FemShep and Miranda meeting up in the casino. Everything with Samantha in the dlc and Grunt was hilarious. FemShep and Blasto.
Ha ha, and FemShep looking at Kaidan's butt when he gets back on the Normandy.
maleShep can do that too lol, if activating previous-game romance via Gibbed.

I liked the very last cutscene at the end of ME2. Without a single word that scene manages to convey a lot of emotions.
Some of my favorites, in no particular order:
Every time Garrus talks about old times, elevators or calibrations.
The boss fight against the geth colossus on me2, while on foot. For a brief moment, I wanted to be in control of the mako again.
Remaining faithful to Liara in a whole ME2 play, with the scene involving her picture prior to the final mission, and then, post-ending, doing her DLC, with the pair reunited in the cabin while the love theme from ME1 plays.
The citadel DLC is funny in a silly way, but it´s a nice way of being silly. They overdid it in a few places, but if the series had to end with a laugh, at least it was a good laugh. I look at it as a Christmas special or episode 100. It´s indeed very contrasting to the rest of the me3 experience. As far as comedy and fan-service go, it was not bad.
The final part of Shepard´s talk with leviathan, in which he´s convinced to join the war.
Shepard against the 2 asari in me2 citadel, "if you want a problem..." segment.
Having Tali, Adams, Ken and Gaby at the same time in me3. That´s a dream team.
The chance to visit the quarian flotilla in me2. I heard so many things about it and the admiral´s board.
Having a geth in your squad in me2. Too bad it takes too long in order to be able to recruit him.
Putting an end to the Geth-Quarian war. After the reaper is defeated, it´s awesome to see shepard speaking to it, and then the admiral talking to the geth prime, with tali briefly removing the helmet.
Visiting the Geth´s virtual world and witnessing key moments of their past.
Mordin dying in me3 when he finally cures the genophage (it does not matter is he sings or not), finding peace and redeeming himself.
A paragon-molded Garrus in me1 thanking Shepard for making him see what it means to be a true hero.
Wrex in me3 tossing the cat-6 people from the shuttle.
Javik in me3 talking about airlocks.
Being able to hit the quarian admiral, conrad, manoel, dr. archer and the general on omega are great fan-services for renegades.
Being able to see the entire conrad verner segment with him alive at the end and getting Jenna is a fan-service for someone who tried to do a completionist run of me1, acquiring licenses, doing searches and performing side-missions for NPCs.
Tali, a foreigner from a race despised in council space, thanking Shepard in me1 for treating her nicely. Her enthusiasm, wonder and optimism in me1 with the normandy, the universe and the mission if you treat her right are some of the most motivating moments of the first game.
If you have a vast amount of assets and points, and was able to recruit all fleets, the long space battle at the start of the final mission feels like one major fan-service to me,
The cain heavy-weapon making a surprise appearance at the last mission and taking down a small reaper with a single shot
Having a prothean in your team is fanservice similar to a geth in me2.
Having the final battle on and over earth is fanservice. I mean, in ME1 humanity was new,distrusted, untested and small in galactic affairs. Less than five years later Earth becomes the focal point of the conflict that would decide the fate of the galaxy.
Thane´s "ghost" at the citadel dlc if he romanced female shepard in me2 and she did not romance anyone in me3, and her seeing him as the last image in her mind during the synthesis ending.
Tali drunk in me3 citadel is very funny.

All the talks in the citadel dlc related to common mp incidents. The infiltrator lady with the vorcha soldier and the disgruntled biotic woman who got a shotgun are the best.

Going to Tuchanka and seeing Wrex in ME2.

I really like the funny bits whether intended or not. Like the whole grunt hospital escape story, the first time I saw it I roared with laughter waking up people. Then there is tali threatening garrus with a shotgun. oh good times. Oh and how about the whole "geth do not inflitrate...intentionally".
